When we talk about the power-seeking aspect in Lappland, I think we have to remember how philosophical Lappland is first of all. Even when talking about power at the end of I Portatori dei Velluti, she approaches it holistically through its roles in people's lives, how undeniable the impact is, or how it could be used to define humanity instead of expressing any hunger to possess it. And that because it would put her in the role of an active participant instead of an observer which is arguably not something she would like considering her past as a kid and teenager whose decisions were used as a part of manipulation. There's a compulsive need in Lappland to know where things would led to as a person who would rather clear the fog for someone so that they could see clearly what awaits them ahead over getting in the way, because she believes that if it's true, if it's fact, then it'll happen.
‘Power’ for her also isn't something to tame or struggling for—let alone to test it for a trivial human validation—but something to possess for the sake of seeing things at the place of best control of the situation, also the best angle to take whatever perspectives she likes. Instead of seeking external power like in politic, Lappland is closer to seeking mastery over herself (internal) that would be best realized through not letting anyone think they could do it in her place. There's a hint of elitism in it, especially knowing what creatures she associates with, but it's not arrogance as in "you're nothing compared to me" but "I'm in my best position to observe people like they're my labrat". The former is grounded, the latter is detached. External power is collectivism and fragile from the chance of betrayal, but internal power is individualistic and strong because you don't need anyone to make sure you stay relevant. All you need is yourself. Even when the chaos occurs, doubt is rising, and people are getting unreliable, you won't shatter.

From that stance, she does a good job at being a psychologist for random people. She also doesn't concern herself with trivialities and would not seriously try to prove herself anywhere or to anyone. Not even bothered by her unemployment status/j. I'm sure the idea of proving herself (again) could lead her to feeling nauseous. If anything, she wants to prove an idea now. Not her own worth. Definitely.
Even her motive in Il Siracusano was also philosophical and you don't have to squint. In all honesty, seeing her as a woman who ultimately obsess over meaning made me couldn't see her 7 years and 5 months of 'chasing' Texas as inherently romantic. It's also not creepy imo because Lappland doesn't seek to harm her anyway. It's simply that she mythologized Texas the same way Giovanna does through opera, and wanted to observe Texas as she faced her past that she left behind. That's why Lappland could move on during I Portatori dei Velluti, all because she got an answer to how Texas could free herself from the past as a Siracusan even as it catched up to her. A symbol of possibility that already proved her ideal as real, fact, and true. (Yeah, of course we also couldn't ignore the long time of fixation too. I might try to make a separate post explaining how Lappland is an emotional mess beneath her 'eerie calmness despite her visible intensity'.)
However, that's not how Texas sees their relationship. After reading her second module, I concluded that Texas had waited for Lappland too. She's also using her family name so that she could be easier to be found because Lappland always called her Texas since the very beginning (this is a correlation from someone who's shipping-brained). I think it wasn't intentional, but making herself symbolic like a north star, as if it was Texas' last attempt at taking Lappland away from Siracusa—through her own willingness to follow. I know Lappland was 'suddenly getting obsessed' and all, but it's still a fun theory to think of. Texas' tolerance also seems to me like it doesn't come from guilt only, but genuine care. Frenemies? Well, that's because Texas is being kind and simply play along with whatever kind of framing Lappland tries to give on their relationship because Lappland was too avoidant.
Like, "🥀 It's not what I truly feel about us. But I think to be called my enemy (Lappland didn't hear the friend part/j) would soothe you a little from the fear of being too significant to me 🥀". Ironically, doing this only made her a special case again to Lappland because she doesn't expect herself to be worthy of that amount of care or to be treated like someone important to Texas at the same level as Penguin Logistics members and Giovanna.
The waiting part isn't only for Lappland to eventually show up in front of her again, but also waiting for her to also be done with her past in Siracusa. Particularly to end her relationship with Saluzzo famiglia. That's why Texas asked 'when would you free yourself from the leash?' or something like that which make it natural for them to be quick to show wholesomeness during the new car scene because Texas also waited for Lappland to make her own choices. So, when they're meeting again, assuming Lappland is also free just like her now, Texas doesn't hesitate to make a move to show her repressed care this whole time because now Lappland could process that affection clearly when she's no longer lingering in her past in Siracusa.
To end this, I would say Texlapp is inherently a very mature relationship because it covers theme related to endurance, patience, tolerance, selflessness, trust, independence, and genuine desire to see each other grow. I think they would make a great couple of reformers who made a new history with another youngster of Siracusa. Despite saying she doesn't trust Lappland, funny how Texas is actually the only one who trusted Lappland so much that she would be able to be free too and waiting for that moment to come. No hesitation welcoming her on the other side with an open arm. Car, eh? Car is a private space of its owner. That means Lappland always had a place in Texas' life and she knows it, proved by how she's very comfortable at doing anything there and Texas also tolerating it as always. Even prepared for an action she had predicted from Lappland.
