Megaman AU Character Sheet
Okay, so do you know how in Battle Network 6, there are Copy Robots that let Net Navis exist In the real world and there's even certain Copy Robots that it's host Navis use their weapons like with Colonel.
It's basically the same deal here, where Navis can exist in the real world for at least a limited time using a Hard Light block (hard light is basically solid matter made out of light). So some scenarios in this universe involve the bad guys attacking both the real world and internet servers at the same time, so Megaman has to fight in the real world.
It's also partly a way to justify Rush and Beat being made in this AU, to protect Lan while he operates Megaman.
It's also to help imply that the internet in this universe is less developed than the one in the Battle Network timeline (though how exactly I haven't figured out yet)
One thing about this setting is to have it so that Net Navis eventually evolve into Cyber Elves (basically the equivalent of Reploids here) who can just go between the physical and internet world freely by themselves.
