Operation Sea-Spray was a 1950 U.S. Navy secret experiment in which Serratia marcescens and Bacillus globigii bacteria were sprayed over the San Francisco Bay Area in California.

From September 20 to 27, 1950, the U.S. Navy released the pathogens off the shore of San Francisco. Based on results from monitoring equipment at 43 locations around the city, the Army determined that San Francisco had received enough of a dose for nearly all of the city’s 800,000 residents to inhale at least 5,000 of the particles.

On October 11, 1950, eleven residents checked into Stanford Hospital for very rare, serious urinary tract infections. Although ten residents recovered, one patient, Edward J. Nevin, died three weeks later. None of the other hospitals in the city reported similar spikes in cases, and all 11 victims had urinary-tract infections following medical procedures, suggesting that the source of their infections lay inside the hospital. The urinary tract outbreak was so unusual that the Stanford doctors wrote it up for a medical journal.

Cases of pneumonia in San Francisco also increased after Serratia marcescens was released, though a causal relation has not been conclusively established.

The bacterium was also combined with phenol and an anthrax simulant and sprayed across south Dorset by US and UK military scientists as part of the DICE trials that ran from 1971 to 1975.

There was no evidence that the Army had alerted health authorities before it blanketed the region with bacteria. 

Doctors later wondered whether the experiment might be responsible for heart valve infections around the same time as well as serious infections seen among intravenous drug users in the 1960s and 1970s.

The United States Government performed human experimentation involving plutonium on unwitting Americans during the Cold War

The Plutonium Files: America’s Secret Medical Experiments in the Cold War is a 1999 book by Eileen Welsome. It is a history of United States government-engineered radiation experiments

The experiments began in 1945, when Manhattan Project scientists were preparing to detonate the first atomic bomb.

Radiation was known to be dangerous and the experiments were designed to ascertain the detailed effect of radiation on human health. Most of the subjects, Welsome says, were poor, powerless, and sick.

From 1945 to 1947, 18 people were injected with plutonium by Manhattan project doctors. Other experiments directed by the United States Atomic Energy Commission continued into the 1970s. 

In Nashville, pregnant women were given radioactive mixtures. In Cincinnati, some 200 patients were irradiated over a period of 15 years. In Chicago, 102 people received injections of strontium and caesium solutions. In Massachusetts, 57 developmentally disabled children were fed oatmeal laced with radioactive tracers in an experiment sponsored by MIT and the Quaker Oats Company. In none of these cases were the subjects informed about the nature of the procedures, and thus could not have provided informed consent.

In the book these stories are interwoven with details of more well-known radiation experiments and accidents. 

The government covered up most of these radiation mishaps until 1993, when President Bill Clinton ordered a change of policy and federal agencies then made available records dealing with human radiation experiments, as a result of Welsome’s work. 

The resulting investigation was undertaken by the president’s Advisory Committee on Human Radiation Experiments, and it uncovered much of the material included in Welsome’s book. The committee issued a controversial 1995 report which said that “wrongs were committed” but it did not condemn those who perpetrated them.

1. Following the battle over Installation 04, ONI Section 3 sends a prison ship (the Mona Lisa) with research laboratories containing numerous imprisoned humans and Covenant member species into the debris field to collect Flood super cell samples.

ONI Section 3 then comes up with the idea to experiment on the prisoners using the flood super cells to see if they can find a way to use it against the Covenant in the ongoing war.

Nothing good comes of it and the research ends up going to complete shit REALLY fucking fast!

With the Flood outbreak it results in leading to 99% of those on board being infected and assimilated, and a Proto-Gravemind forming in the engine room (see above).

2. In order to level the playing field and better understand the Starkill so as to fight back against it, HOME Delta decides to conduct experiments using human beings and Starkill samples.

Results vary from complete and utter failure (as seen in the images above) to being at least slightly, albeit questionably effective.

And yes, it does come back to bite them on the arse.
