Further headcanons (pun intended):
Izuru can't vocalise this, but the weight of his hair, and the heft when it swings as he moves, are comforting to him. Big stim.
Izuru is a big baby about being touched in general, and hair brushing in particular. If he's alone with Servant and Servant's brush catches a tangle, Izuru turns his head and gives him a mournful look (not that you can easily tell his expressions apart...) and Servant feels the same unbearable guilt that comes from stepping on your cat's tail.
Izuru sometimes puts a lock of his hair in his mouth for something to do. Yes, the same hair that routinely drags against broken walls and rubble. His immune system must be made of titanium.
One time when Izuru was out on his own and ungroomed for a long period, a rat nested in his hair. He didn't do anything about this until her babies were weaned and moved out. The next time he saw Servant he said "we are parents" and Servant said "wh-what?" and Izuru lay down and went to sleep.
Izuru's hair was messed with along with the rest of his body and has weird properties such as fast regrowth. His creators intended him to be able to use it for multiple purposes, such as a fishing line or sewing thread. There are probably some arthropod genes in there somewhere.
Izuru being an Ultimate Model, when his hair is properly cared for, it's immensely soft and silky with an almost palpably warm glow under the light. The first time Servant saw him like this, there was a lot of shaking and unbearably gay lusting. (Meanwhile, Junko flew into a jealous tantrum and Mukuro just looked sad.)
If you cut Izuru's hair short he'd have an antenna just like Hajime, and he'd feel very sick and dissociative without knowing why.
