Starscream has pretty much always been a manipulative and schemy asshole, Pharma was by all available evidence a regular guy who seemed to treat his patients/coworkers well (at least until Delphi)

On that note, Starscream is a manipulator, schemer, and liar. Pharma tries to lie to cover up his scheme and almost immediately gets found out (by Ratchet, but still, him trying to blame Ambulon wasn’t even that good of a lie). Pharma can plan and scheme sure, but he’s not that good at lying convincingly or manipulating other people’s emotions/desires to his own ends

For that matter, Pharma doesn’t even have the same wants that Starscream does. Starscream wants power, control, and adoration, whereas Pharma seems to have just been happy to do his job (before Delphi) and then more or less is fixated on being better than Ratchet (post-Delphi) but doesn’t really have any desires for power or authority. He’s literally just Tyrest’s lackey who goes his own way more often than not

Starscream is incredibly insecure in general and never shows his true feelings to anyone. Pharma is only insecure in regards to being better than Ratchet plus, post-Delphi, is very openly emotional and seems to almost deliberately exaggerate his emotional expression just to be provocative
