He'd probably do exactly what he said he'd do, destroy earth. Once that was done, he'd roam the galaxy searching for the next planet, challenge their greatest fighters, destroy that planet, repeat.

I have this headcanon (you may like) that Cell has Atelophobia, it's an intense fear of imperfections and mistakes. I think it fits nicely.
