I picture Rhaast as a Daedric Prince, who takes the form of a massive drake (chunky four-legged dragon without wings) who roamed Tamriel devouring mortals whole and absorbing their souls to become ever stronger. His tyranny predated Alduin, and using the Elder Scrolls, he was sealed away in a weapon and cast into the depths of the earth. Supposedly. Rhaast's existence was lost to history once Alduin took the spotlight. The weapon calls to a wielder and Rhaast speaks through it. Rather than an eye, the weapon is embedded with a large, high-capacity soul gem, a sister to Azura's Star. It only accepts greater souls from large creatures such as giants, mammoths and dragons. Rhaast tasks the wielder with slaying these creatures until the gem is full, so he can use that power to regain corporeal form and devour mortals once more.
