In the animanga for those that don’t know the tassels are Buggy’s hair in piggy tails that he just waves through his hat

The running theory is that his hair is also under the effect of the Bara Bara No Mi so he straight up can’t cut it off

But in the live action, with the way the hat is constructed, they implied that even if he can’t cut it off his hair can still be “chopped” off like any other part of his body.

Case in point:

It has hair texture, that tiny braid on his left side of the hat and two dreads on each side

Having hair in your face constantly touching you and not being able to see is hell. I’ve never questioned it in the anime before, but Sanji must be so annoyed. It is such an inconvenience. Probably messes with his depth perception as well cause he can only see out of one eye.
