Oda really likes the lion/sunflower imagery. It shows up in Nami's backstory with that specific joke being repeated in a different cover page, one of the potential names for the Sunny was Monsieur Sunflower, and now this cover with Zoro. While Luffy is associated somewhat with sunflowers, I don't think there's any deeper meaning to it other than Oda thinks its funny, but it is a little interesting that it's something he keeps coming back to
