Heisenberg selfishly wanted to use Rose as a weapon to defeat Miranda. Ethan on the other hand is very selfless. The moment he hears "use rose" he gets protective and will not even hear out the idea let alone entertain it. To think he would ever agree to it is absurd sorry you need to reconsider his character
