Nah. He can't read but he's not stupid.

He's VERY keen on social cues and context clues. He's VERY aware, he just makes it seem like he's not.

Maybe as a kid he walked into E. scrooge's on accident here n there or walked into a restricted area by accident but all in all he's not clueless. Quite the opposite actually.
