Brunetti was referring to the laws of the Kingdom of The Two Sicilies, where he was born. And he called himself a Neapolitan, confirming that the Kingdom’s official nationality was Neapolitan and that Neapolitans was used to identify all the people of the mainland part of the Kingdom (Sicilians retained their name, despite not having a Sicilian nationality).
