In my head, the aqua lagunas are equivalent to how I've had to prepare for the really bad hurricanes/tropical storms when I was younger. Paulie's known about them basically since he was a baby, and as soon as he could be of use, he helped his parents out when it came to boarding up the building so that water wouldn't come in. He's always been warned about how he needed to be home as soon as aqua laguna season drew near and as he grew older, he became part of the team that helps ensure all locals and tourists are safely in an area that the aqua laguna can't injure them. He's never really been afraid of them, but does worry any time he feels like their sweep wasn't good enough, and hopes there's no casualties/missing people from it.
I imagine the aqua laguna being a one night only thing, but it's not typically the same exact night. Usually it's predicted by scientists who monitor the tides, currents, and wind speeds, then send out a warning for when it starts to pick up and threaten an aqua laguna. The people in general usually can prepare for it ahead of time, and Paulie in particular has been good at gauging when it's coming and how long they have left before they have to stop any searches and return back to shelter.
For the most part, both him and his family lived in the upper portion of Water 7, so they haven't had an issue with having to move anywhere. But there have been conversations more recently of where they might go if the city becomes too submerged for their comfort. So far only half of his family would be alright with leaving, while the other half are standing their ground. While Paulie might have brought up the topic, he's not inclined to leave either.
Paulie does have his worries about how fast the water had been rising compared to Water 7. With how much the city has sunk when he was a little kid to now? He worries that the city will be submerged in a decade or two (and he's being optimistic with that guess). Not to mention how much more destructive the aqua laguna has been, as he noted back when he was helping out the Straw Hats. With his new position as vice president, he also is actively trying to work with other carpenters to see about improving buildings to withstand the power of the sea. On top of assisting Iceberg in his hopes to make Water 7 a floating island.
After the disaster, Paulie assists in any and all reconstruction of damaged buildings, refortifying them as needed to prepare for the next one. Considering that ships aren't likely to pull in during this time, usually all ship work is put on hold for a week so everyone can recuperate. After all, some shipwrights would have to check their homes and families.
