I assume all (primarchs) to have some disorder of sexual development, seeing as they're infertile and intended tools of influence for the Emperor rather than independent organisms. Maybe the absorption rate of having their parents around them directly influences their mutation into adults with not only racial and physical characteristics but also sex so that'd influence their sex spectrum but none are just normal.
I just think of mort as castrated as it'd be interesting for him to be normalised to a xeno standard anatomically by his original father as such he's missing essential organs that other primarchs possess. Explaining his comparatively frail state and thinking his serious aquired disabilities from being disected a billion times are just normal life. Maybe he'd get typical phalloplasty\reconstruction of his organs sexual and internal, if he had an idea of what it was supposed to be instead of being made to resemble Necare as everythings painful and messed up. If he was developmentally ambiguous, androgenic or estrogenic then either way he would still get 'corrected' by Necare and end up with the same result as an adult.

Thank you! :D Let me rant about sexiness for a minute, as observed by an ace artist.
Being a pretty boy is not enough to be sexy. You need to have the attitude to go with it!
As an artist I do have a few tricks for that. The expression is important, especially the line of sight. The intensity of the moment needs to be highlighted, showed and felt (often with a close-up) : you know how when someone gets close, your focus narrows to the specific feeling of the proximity? Good or bad? This is what I am trying to capture with closer details. This sensation of the world narrowing down to just that touch, just that proximity, the drawing circles around it!
With Bizanti it's easy, as a Slaaneshi his entire bread and butter is to pull reactions from people. Proximity, touch, words said so softly they tickle the ear, and a flamboyant attitude impossible to miss. But, importantly, there is contrast with Bizanti! The difference between the moments he is self-absorbed and the almost hunting attitude he gets when he focuses on someone else makes the shift a lot more visible, and the mood shift IS a part of the sexiness! It is the intensity of the gaze and attention! Speaker is very good with conveying that with his voice alone.
So yeah. He is an Emperor's Child, he does not look good classically speaking, not like a Blood Angel would. But he struts and he flicks his hands about when he speaks, and he has undeniable gravity in his presentation. And capturing THAT sexiness is what I'm trying to do! :D
Of course, that type of attitude doesn't suit everyone. Hell, Sefice would not pull it off! But his brand of sexiness is the quiet, powerful looming figure with a deep, kind voice. The way to make HIM sexy would be to play to the appeal of his type : size difference, caring touch, quiet intimate gestures like forehead touches and stuff ; or the subversion of that, with him imposing himself as a more controlling presence in small doses, holding his partner back and showing his immovability and a bit of the dangerous control that goes with it. Anyways. XD
Find what type a character is, what is sexy about this type, and focus on that, and you can make even a deeply inhuman astartes attractive! ;D We don't need flowing hair and a pretty nose, or even lips or eyes really! As long as it is clear what their expression or line of sight is, all that matters is that we feel the THIRST! Artists, be unwell! Be unashamed! Draw what makes YOU feel hot while you are drawing it! XD (before the puzzle-solving part of the whole artistic process kicks in at least ; and then we are all slaves to the art and horniness can wait until this DAMN ARM GOES WHERE IT IS SUPPOSED TO GO GODDAMNIT-)
