Premise vs Plot

Your story's premise is the plot boiled down to simple terms. In other words, it's a summary of your plot.

Your story's plot is the series of events that make up the narrative. In other words, the plot is what happens in your story.

That said, the premise is the foundational idea upon which your plot is fleshed out, so you can't really have a full plot without a premise.

Now, sometimes writers start writing without a premise and just see what develops, but that's not the same as starting out with a fully realized plot in your head. :)
