The Obey and Survive Doctrine
It sometimes comes as a surprise that even the Civilian populace of Melilia operate to Doctrine. The most critical one is the Obey and Survive Doctrine. The premise is simple - Obey the instructions of the Melilian Armed Forces, and Survive, for they will do all in their power to protect their citizens.
In detail, the Doctrine includes a number of methods for the Melilian Armed Forces to contact the citizens from the small subsector level, all the way to a complete planetary communication. Instructions are simple, repeated and short. Drills are done randomly, to test both the citizenry and their protectors for when disaster strikes, both must be ready to react immediately should the dream of Melilia survive.
On the other side of the Doctrine is price of defiance. To refuse, ignore or otherwise disobey orders from the Melilian Armed Forces for no clear cut reason is a death penalty to be carried out immediately. This has led to the event known as the “Silent Panic” where a subsector is informed of an incoming curfew, to empty the streets within a certain timeframe. There is very little speaking, just a silent rush as everyone focuses on doing just that, for none of them wish to be out on the streets when the tracks start approaching.
