Perhaps he had been wrong in the assumption that Javert even took time to appreciate the world around him. Well–it would be difficult to appreciate the world’s beauty from such a black and white point of view, after all, wouldn’t it? As Valjean thought on the matter, the likelihood that the inspector indulged in such things was less so than he initially assumed.

The mayor only half listened to the other man’s words. He knew that there were those with ill intent on these streets. Still, he kept the presence of the law to a minimum here. Both his annoyance at the injustices done in the name of the law as well as his paranoia of being found out saw to that.

“I understand, monsieur. Perhaps I have been lacking in my sense of caution as of late. As you’ve stated, you can’t be everywhere at once and there are those that would have ill intent towards me on these streets. I’m sure you have your work cut out for you without having to dwell on a possible attack on the mayor in addition to other responsibilities,” Jean Valjean gave a small pause and then spoke rather curtly toward Javert, “Which makes me wonder why you’re spending time during patrol of the town speaking to its mayor when there are surely better uses of your time.”

It would perhaps have been unwarranted optimism on the mayor’s part to think that of Javert. However, he was human despite some appearances to the contrary. It wasn’t an unreasonable assertion. He just happened to be wrong. There was not much room in his life for anything besides duty, and furthermore he encouraged this shortage.

The inspector knew that Madeleine kept the law’s presence to a minimum. That would have bothered him much less if it weren’t for the man’s own factory raising the value of the town. Then it just looked like foolishness, and for what? With the economy roaring again, there was more than enough largesse to allow for security.

Of course that wasn’t the mayor’s primary concern. The rebellious thought came to Javert before he could shove it away, but he ignored it after. More pressing was Madeleine’s (presumably unintentional) rebuke. He was right. Mortified, Javert dipped his head.

“A town without a mayor is an animal without a head,” he explained; the same could be said about the country, which was why he was glad to have a king back on the throne. “It would be chaos. So if you are unduly putting yourself in harm’s way then yes, that is my first duty. If, however, you insist on solitude…” The words emerged after a few moments’ inner struggle. “I could only obey.”

As Valjean watched Javert’s reaction to the criticism he had given, the mayor almost felt sorry for the lawman. For someone of such absolutes and strict morals, Valjean’s pointing out of a slight misuse of this time on patrol must have hurt to hear. In an attempt to lessen any regret he felt for pointing this out, as well as to not seem as if the presence of the other irked him at all, he gave the slightest shake of the head.

“I do not insist on solitude unless you wish to have solitude yourself,” the man explained, “However I do want what is best for the people in this town, and I would feel sorely unfit to call myself a decent mayor of the town if I was to distract its inspector from their duty. I will retire for the night soon, so there is little need to worry for my safety, monsieur.”

The ex-prisoner knew that Javert would obey him (after all, he was an authority figure now) should he wish to be alone. Yet, that would not look too good on his part to refuse the company of the law while walking the streets at night.

“If you wish to, inspector, you’re welcome to accompany me on my walk and ensure my safety until I am home once more.” Valjean honestly didn’t like the idea of Javert walking him home. Still, he offered anyway, in hopes that Javert would decline the offer.

Enjolras was hesitant to come to his office to begin with; but the bills were nearing past due and with the political stunts he had been pulling lately, it was no surprise he was getting no assistance from his parents. Therefore, he swallowed his pride and stepped into the office.

“Monsieur Le Maire?” He asked, looking at the man. “I am in a rather tense situation at the moment, and was coming to ask for aide––” He stopped himself, finding his feet and standing his ground, the strong Apollo once more.

“What I mean to say, Monsieur Le Maire, is this: are there any opportunities of employment at your factory?”

It wasn’t uncommon for Madeleine to get these sorts of inquiries. While the mayor didn’t enjoy turning away those desperately in need of a job, he had to maintain at least some business sense with this sort of thing.

The man greeted the younger male with a polite smile and a half nod of acknowledgement toward the question.

“Come with me to my desk and we will think of some area where you can work, monsieur. Please-sit. I’ll see what I can do.” Luckily for the boy, Valjean had recently had a few employees end up getting fired. Therefore, the mayor was sure they could think of somewhere for the other to work.

Armand felt a knot in the pit of his stomach, and his heart dropped. Five hundred was more than he had ever had in one session. He wasn’t entirely sure his father had ever exceeded one hundred. At the news of his fate, he lost all composure.

He let out a scared sob and trudged toward the wall. “M’ssieurs, I…” He had to stop himself. He knew better. This was merciful compared to jail. He had earned this. He had stolen. He sniffled as tears unwillingly escaped his eyes and he tugged his trousers down to bare his scarred bottom. “Merci,” he murmured, pressing his skeletal hands to the wall. About the only meat on the poor boy’s body was on his rear, and suddenly he realized he was lucky for that meat. Belt to bone would be torture. If it even grazed his hip, he was sure he would fall to his knees.

He took a few staggering breaths and spread his legs, arching his back to put his full rear on display. “Oui, M’sieur. I… I will do m’best t’count with you. Dunno if I can count that high.”

The mayor wasted no timefor creating suspense or anything of the sort. The moment Armand agreed to count with him, Valjean readied the belt. He himself doubted he could count to five-hundred with ease. It was possible for him to count that high... but it took a little thought even still. The convict in hiding didn’t wish to risk having such a trivial thing as counting difficulty make Javert any more suspicious of him than he could be already.

“Alright--lets begin, then.” Valjean was quite surely holding back as he began to lash at the boy’s rear end. With his strength, he doubted he could accomplish this without more severely harming Armand if he didn’t hold back.

Javert entered the mayor’s office when he was finally admitted, mien a perfect picture of wounded humility. “Monsieur le maire, I have committed an offense against you. I thought you were an ex-convict, one Jean Valjean, and I wrote the prefecture about it. I was wrong. You must dismiss me.” (ferocioushonesty with the best/worst timing for that m!a 😇)

The moment the man spoke to him, Valjean found the accursed phrase begin to slip from his lips. He fought it with every ounce of his will, but a previous encounter (or, m!a, technically) he had had but recently brought him to have to say the words. “I am Jean Valjean!” He snapped, then seemed surprised at his own words. “--but a bit of humor, inspector,” the mayor attempted to play it off. “Anyway I urge you to return to your post, monsieur. There are none among us on Earth who can claim to have never made a single misjudgment.” He paced casually, though he was closing in on the door ever so subtly as he walked. ((haha Valjean is so upset by this right now.))

The same elements, a similar intelligence to sift through them, and yet Javert’s conclusions were miles apart from the mayor’s. If he’d known, the fact would have been unsurprising. As little as he knew about Madeleine, he at least knew they must hold vastly different views of the world. The question was moot on his salary, but Javert would never have given out alms with an ease like breathing as the mayor did. And he doled out kindness with the same open-handed foolishness.

Still, that wasn’t evidence that would stand up in the courts, just among the reasons Javert distrusted him. For now he was protected by his position. The inspector was reluctant to oppose any authority, even one he disliked. “Of course you’re allowed. But is it advisable? As you say, you are the mayor. There are those who could wish you harm, and this town only has one inspector. I cannot be everywhere at once.” An admission of vulnerability, almost— delivered though with stark frankness, without a waver in his gaze. Any criticism of the mayor’s allocation of funds was deeply buried. “You should be more cautious.” A precise choice of words. He could have said careful, but that was not something Madeleine lacked except perhaps in this instance.

Now that was a strange question. It caught Javert sideways. He blinked, once. “No. At this hour I am on patrol and must be alert.” This was a small town, but no doubt there was someone who would rather he were gone. Besides, how else would he know what was happening? He couldn’t take the time to admire the scenery even if he found any of it worthy of admiration.
