There were a lot of cultural hangups around queerness in men - particularly around effeminacy and perceived weakness. Napoleon had his moments of tolerance towards sodomy and moments of harshness. Regardless his own possible desires, they would have been repressed and ignored and sublimated into other areas of his life.
He was also someone who had passionate and intense friendships with men that were just friendships - no queerness to them in That Sense. And that’s an important thing to carve out as separate from whatever else he had going on
So while I think he was a man who could have been potentially sexually attracted to men alongside women he was too bound up in his cultural hang ups and repressions and baggage to even begin to be aware that this was a thing he experienced. He just told Culaincourt that he had weird butterflies in his stomach when he saw handsome men in uniforms and was like “you get that too right? It’s a normal thing” to which Coulaincourt said “…..sure, sire. whatever you say”

he was so deep in the sauce of his cultural and time-period's view of homosexuality that I don't think he even understood or glimpsed that what he felt when he looked at men, or really (really) liked men (nudge, nudge), was in any way shape or form similar to that of what Cambaceres, for example, was feeling.
so yeah! it's not fear of rejection or awkwardness, it's deep internalization of the cultural baggage and understanding of homosexuality from his time

one thing that i think that the "gandalf should have stayed dead" type critics don't get is that tolkien was, on several fundamental levels, not writing the best story. he was writing the story he (and many of us!) needed to hear. he wasn't going for realism because he lived through it. so he didn't need more meaningless death and suffering, he needed a story where the hobbits went home, changed but alive. he needed a story where eowyn learned that to live a healer was better than to die a hero. he needed a story where nature could fight back for its right to exist. he needed a story where the good guys had a cause that they accomplished, through all the struggle and pain and sacrifice, and gave them meaning. made them worth it. he needed a story that was hopeful, despite it all. so that's what he wrote
