Have witnessed / experienced this at first-hand. The issue for me is not if it’s the new normal, but if the new normal is that things keep getting worse from here.
Interested in knowing how much is evaporation / how much is increased agricultural use / how much is extra municipal consumption.
If an increased draw is part of it, then is it so hard to imagine countries with a shared river eventually fighting over who gets to consume what? Or could we see reservoirs being built?
