A SAP Evaluation is a standard process of evaluation that is used to assess the effectiveness of a given substance abuse program.

The first step in conducting an SAP evaluation is to establish whether or not the individual has a substance use disorder (SUD). For this, the evaluator will look at the following criteria:
Substance use causing significant distress or impairment in occupational, social, educational or other important areas
Failure to fulfil major role obligations due to substance use
Recurrent substance use resulting in failure to meet major responsibilities at work, school, home, etc.
The SAP Evaluation is a process evaluation. It provides information on the extent to which the program or what kinds of drugs are used by an individual. The SAP evaluation should not be confused with an outcome evaluation, it is just an assessment following which treatment is prescribed.
