okay so first you need to save a transparent circle picture to your computer and then drag the file into sai (if i drag the image straight from google into sai then the transparent part gets filled in idk if that happens to everyone)

heres one that i like to use since its big enough to be sized down as much as i need: 

once you have that, put whatever picture you want in a layer above the circles layer, and then check the clipping group box and it should be in the circles shape!

if you want a white space between the circle and the image border then go up to canvas and hit change size and go to the extend canvas tab. if you have an exact number of pixels you want to add to the width and length, then divide it by 2 and put that in all four boxes. for example, if i wanted to make it 20 pixels, then put 10 in all the boxes
