also me: if bill didn’t reset the timer, 80′s music would go off signalling to joel and tess that bill and frank were in trouble. he knew it was just a matter of time before joel and tess came looking for them because of the radio. he said the letter was addressed to “joel or whoever” but he was really counting on joel being the one to find it. he said he didn’t care for anyone except for frank, but his last act was taking care of tess and joel. that’s how he showed love.
