Mag-2 years pa lang ako sa government service (not by CSC definition 'cause JO) but I've started with the development sector. Stayed there for 5 years, quit, then returned as a part-timer. But now, I'm not sure if government service is really for me 'cause I miss field work. Or maybe, I'm just in the wrong unit? I don't know.

It's hard to find the value of your work when you're just sitting on your desk and your output doesn't translate to changes in the attitude or mindset of the people.

Maybe, we are laying down the foundation for advocacy work. But I don't understand numbers. Those numbers -- each number has a far richer story to tell. And that story is what we need to understand to start influencing people or a community to change.

Why don't we see changes amid national directives? Because, maybe, somewhere along the way, all they can see are numbers and not the stories? Maybe, we can't really just interpret the stories into numbers, especially if the choices in those surveys are limited to the knowledge of who formulated the survey? Maybe there is a mis-translation? I really don't know.

Don't get me wrong, numbers help us discuss or present our cases to the community (and to higher-ups). It's really on how we use those data and interpret it so our audience/stakeholders can understand the situation. But as I see it, policy change should emanate from the ground up. Or maybe I am not just seeing the whole picture? If that is the case, can you paint it for me?

Well, we are inching towards the transition to a more devolved power. I hope that with it, we will see a more sustainable development, and, of course, a sustained behavioral change.

Marami pa tayong gustong gawin. Ang hirap na wala ka na.
