You can tell if a plant’s dirt is too dry by how light the pot is, taking into account the weight of the plant plus the actual pot. Moist soil is heavier than dry soil. Water will run straight through soil that’s too dry. 

To save distressed plants in too dry soil, just soak them in a bucket or in the bathtub. The soil will become hydrated as the water forces out air in the dirt.
