Anyway, let's adress this:

First of all, Leon: I despise the way many (not all) Leon Fans tend to portray him as having a greater sense of justice or caring than he's actually presented in the video games and ecranisations, to the point where he sometimes gets turned into some sort of ground-breaking feminist icon simply because he's designed as conventionally attactive in a dorky, puppy-like way in the Remakes, and I urge these people to ask themselves why is he still working for the government, even thirty years later. Because while he initially did that due to the fact that he was blackmailed into becoming an US Agent in order to keep Sherry safe there have been some good years after that, and by the time these two are reuniting in RE6 she was already a 27yo woman working for Simmons, who later gets killed in the game anyway. There's no reason for Leon to work for the government anymore, especially past-2013, yet he does that without objecting or deviating from his missions. And at least in the older games and movies it could be argued that he's more cynical towards it and oftenly used drinking as a coping mechanism in order to deal with his job, but in the newer games and movies the tone of his character regarding his stance with the government isn't even neutral or apolitical. In Infinite Darkness we're seeing him at his most Bootlicking Era it would be funny if it won't be depressing af, whereas in RE9 we're literally being given a moment where a nurse gets brutally murdered with a chainsaw while he was just standing there, even though that woman clearly told him that she's a new member of Dr. Gideon's team and pretty much implied that she knows nothing about what is this man actually doing. Also he's driving a Porsche - this man is exactly where he wants to be.

Jill Valentine got a whole personality transplant in the RE3 Remake. In the OG games she has an idealized view regarding her role and duty and holds a monologue about justice in the RE3 intro (since she had a lot of personal frustrations grounded in this straightforward quest for it). She starts losing her trust in authority after RE1, and becomes guided primarly by her moral compass throughout RE3. But in the Remake she's less compassionate and empathetic towards the civilians (remember how in the OG RE3 she tells Mikhail that the zombies he's shooting are victims of Umbrella as well), and much more agressive and hot-headed, which wouldn't be that much of a problem if she wouldn't have blamed Nikolai solely for all the shit that happened (who got rewritten into a caricaturistic, generic russian villain while the original one at least had a more nuanced characterization), whereas the OG Jill was able to acknowledge that there isn't one person nor a group a people who are to be blamed for everything that happened, but an entire structure (hence why in the ending where he doesn't get killed by Nemesis she simply lets him go, and you're even being given the option of negociating with him).

The only character out there who could be argued that has the strongest sense of moral justice is the exact same one who's being given an optional dialogue where him and Sheva are shit-talking about Capitalism, namely Chris. After he discovered Wesker's true colors he became a member of the Private Anti-Biohazard Service. After Umbrella collapsed he founded the B.S.A.A. After the B.S.A.A. covered the Baker family incident he no longer wanted to associate himself with it and founded the Hound Wolf Squad. So far he's in the safest zone purely because he has always tried to minimalize the amount of corruption from his side as much as possible, and even he is in a dangerous area since we don't know how is he gonna get rewritten as a young man in the RE: Code Veronica Remake and (likely) the RE1 and RE5 Remakes that will get relesased at one point as well.
