'Having sex' and 'fucking' are two distinctively different things with Matt and Dex, and they do both of it and one does not equate the other.
Fucking is when Matt and Dex are fighting or roughhousing and either one or both parties get off during it.
It's entirely up to Matt which of them gets to get off when, and it's not something up for debate, not that Dex would ever dream of starting one even if he were rock hard and dripping (which he usually is).
Because getting off is not the main event when they fuck. The fighting is, the violence is, the thrill of a hunt, of a chase is. They don't start a fight with the intention of getting their rocks off, they start a fight and get their rocks off as a side effect. And Matt can tell when Dex needs to. Dex takes the whole thing with great distrust, he's timid and unsure and easily rattled. He gets overstimulated too fast, because for all the ways pain could never make him feel anything, gentleness undoes him. He hides, in the sheets or in Matt's shoulder, and hates that Matt doesn't let him, but Matt isn't going to let Dex hide when this is the whole point. The whimpering, the nakedness, the desperation, the crying, god, the crying.

Matt soothes it, answers it, but never gives Dex what he wants. Which is roughness. Rule three is that Matt doesn't come when he has sex with Dex.

Matt has not once, not since the first time, come during sex with Dex. It's the only line he doesn't dare to cross, the only bit of dignity and restraint he forces himself to maintain.
Where Dex gets high on Matt fucking him, Matt gets drunk on sex with Dex.
