I’ve been pretty out of it this week u_u Black Gyre Safety talk with Technical Officer Merri. Tank-shears like these are one of the few ‘legal’ Gyre machines. Carried by a Scissor-Trooper (usually called a Tuna Man by the rank and file) they are for cutting into machines to get at gyre that needs disposing. A Scissor-Trooper and a Gyre Eater form the core of a disposal team.

After consuming Black Gyre a Gyre eater will experience a short super-human high gaining enhanced strength, speed, incredible regeneration and a burst of violent euphoria (Which is far stronger if the Gyre is awake). When dosed up even a waifish girl like Nem is a match for any soldier, but due to its addictive and mutative nature Gyre Eaters would only seek to use this in an emergeancy - such as when a routine inspection turns into an attempt to cover up illegal use of the prohibited substance in engines of war. (Nem’s mutations are centered around her eye because it was the first major organ she regenerated)
