This time photo shows Sisters of Mercyt in the Winter Palace before the revolution before the country got turned upside down.

Russia. Saint-Petersurg. The fence was demolished and dumped on the embankment of the Neva River. 

Before the Revolution the Hermitage was surrounded by a large fence upon which were the emblems of the Romanovs.  It’s all gone now.
