I wonder if Mr Sinister might be the villain here? Since X Men: Apocalypse had people who worked for someone named Essex (As in Nathaniel Essex, Mr Sinister’s even more supervillain sounding real name) gathering up Wolverine’s DNA and Laura is a clone of Logan that would make sense…having Sinister be the one who created her in the films…especially as in the comics that guy basically spends ALL HIS TIME cloning people and being creepy and evil around superpowered tiny little ones…so cloning Logan as a superpowered child will let him combine his two favourite hobbies ._.

Sinister isn't actually a mutant, he's a mutate. The difference between the two is that mutants are natural, and mutates are caused by science. The x-men are mutants, whereas the hulk, Spider-Man, and Deadpool are all mutates. Sinister was a regular scientist in Victorian England who found out about mutants, and was given his powers by Apocolypse
