This has basically always been the case in Canada when marriage equality was legalized, they agreed that no religious official was obligated to perform a ceremony if they felt it was at odds with their religion. Mostly what happened in the wake of it was the more progressive churches went above and beyond to make it known that if your own church turned you down, they would arrange a service for you regardless of denomination.
