At this point I'm pretty sure we're getting a Valerius route and here's why (no I'm not dead yes I'm still very obsessed with wine man). There may be spoilers!
I'll start with the more obvious ones!
1. All main characters have their patron arcana, but only those who represent LI have a sprite. However Hierophant, who represents Valerius, does have a sprite. That means that Hierophant is very important for the story, and so is Valerius, especially in Nadia's and Muriel's routes. Death also has a sprite, but they only got one in the latter routes, and its basically not even a full sprite, but it is true that Valdemar, too, is very important to the story compared to other courtiers.
2. Just like other LI, Valerius has a question to solve. To either leave his urge to rule over the city or finally take over and deprive the Countess of her rights. What I mean is, every Arcana LI can either become a better version of themselves (and you unlock the upright ending), or they stay the way they were, not overcoming their problem and thus leading to us getting a reversed ending. Personally I think Valerius' motivation and his character would end up making quite an interesting route with intriguing, complicated questions to ask and problems to solve.
3. Recently, after Portia's route completion, the Arcana dev team posted a questionnaire asking about the future of the game. Valerius, just like other courtiers, has been featured there, which probably means that developers are debating on either adding some of the secondary characters as LI or not. Even if Valerius doesn't end up getting a route, he will 100% get a Love story.
Now for the more subtle ones!
1. He is the only courtier who doesn't appear in the heart hunter, technically meaning he means no harm for mc
2. Unlike other courtiers, he doesn't have a beetle brooch, probably means he has a much weaker connection to the Devil.
3. Like any other LI, he has a familiar. His familiar is wine /j
4. When Portia's route was ended, the devs started the infinikey weekend, and in the notification that players received, it was quite clearly noted that the routes of the MAIN characters have ended, probably hinting that there might be routes of OTHER characters
