If something is broken and cannot continue serving their designed purpose you have 2 choices. You replace it, or you fix it. Some participants are of too much value and thus must be fixed. No matter what.

Participants are split over several programs only a few of them are currently public knowledge, those that the database has revealed so far are: - The HOTFIX program - The Rehabilitation program - The Espionage program - The Multiversal program (not its name, the programs real name is a secret) Participants are spread over these (and more) programs depending on several factors. Though I assume your question is about the program both 11 and 32 are currently in. Usual missions are safe and slow, background observations and occasional uploads. Bliss is an outlier because of 2 reasons: 1 - This servers members are fucking batshit crazy 2 - both 11 and 32's variants arrived during this "guest semester" meaning the H.C.C believes they'll have little time. 32 and 11 are instructed not to cancel their upload unless absolutely necessary. That's not something participants are supposed to do lmao

The H.C.C has a program dedicated to "fix" Participants that have gone through heavy trauma. Therapy is a standard part of that process

I love that question and honestly haven't thought about it myself.. In all reality the most realistic answer would be Zenith? I think that team would see 32 like a lost puppy LMAO What I do know is that he wouldn't have been fully teamed with Saturn / 11 no matter what. For more reasons than one.

That's insane I love it. Though as much as the H.C.C treats their Participants like they're a dime a dozen they make it very clear that, at least, some of the Participants are too valuable to risk losing them. There is for sure a bit of a hierarchy within the company though.

Historical Fictions and Sci-Fi's are the books I float to naturally! Though I'm a sucker for a good short story that makes me want more of a world. The stories / books that I drive most of my inspiration from are usually either: Coming of age, Dystopian, Historical Fiction / Fantasy. It's no secret The Central was heavily inspired by the likes of Odysseus for example.
