Oooh! This is actually longtime Popeye character Cylinda Oyl. Olive Oyl's sister in-law. She was always subculture. Used to be a flapper.

In recent comics, when Randy Milholland of Something Positive took over, she very deliberately went goth and also they started to draw her with dark skin.

Also of note is that Popeye was apparently raised in a black family in this run as seen by his foster dad Whaler Joe and Marine Biologist Student sister Petunia here.
