Vacant housing is found to be frequent throughout Baltimore city. It is used as an economic crutch to the state. However, use of the vacant housing could bring revenue to the city or improve determinants of health by implementing community centers, recreational centers, after care programs and more. Programming for the utilization for youth could change the source of trouble finding them.

Poverty essentially homes the cycle of the primary focus. It is the result of economic failure from which everything then befalls. It is inevitable for impoverished communities to avoid crime; in common cases, they have the highest rates. The commonality of crime and other unwarranted behaviors create a social acceptability for them due to the conditions. When an individual is surrounded by poverty, it is difficult to define a sense of community because your cognitive process in a sense of survival. In terms, this is how the opioid epidemic came about. Although many suffered from poor behavioral health of engaging in substance abuse, others got involved within the business of soliciting the narcotic which was incredibly lucrative through the 1970’s and 80’s. Although through inflation rates have depleted, it remains to be a common source of quick cash in large sums. Many young people in Baltimore found this as a means to provide for themselves and for their families. This is a critical reference because a major percent of violent crimes committed are link to narcotic trafficking, whether it be homicide, assault, robbery, etc.

Years after the completion of 12 o’ clock Boys, the protagonist; known as pug, describes mild occurrences of what it is to be a 12 o’ clock boy. The premier has created an objective but necessary conversation about similar happenings in inner-cities and what can be done to promote a better change. He goes on to mention the progress he has made as a young man with future goals and a career in mind. 

The social setting push them essentially into a lifestyle in which they never got to choose. 

Upon the student or child being the center of primary focus within the model, changing the dynamic of the functionality of the programming to give children a voice for their own future has been measured for better retention and progress in youth. With the implementation of this model, the unity of Baltimore can be restored for a genuine sense of community and change in the dynamic of social support and tolerance.  Having common goals and social support to sustain certain things in the environment is essential for one’s development to be a contribution to the community and give back. With this understanding and setting the precedent of change for today’s youth could create a different and better world within the next 15 years.

John’s Hopkins has initiated a similar coordination that focuses upon an area of west Baltimore known as Park Heights. Back in 2009 the homicide rates for youth very extremely high and the area suffered from terrorism of the youth it birthed. For people from Baltimore it is a known tradition of sorts to see riders on Sundays; especially during the warmer seasons. They seem to cause a ruckus for many citizens but for a stealthy portion of youth, it is outlet that leaded to a lifestyle. It’s not a gang nor a clique, but a group of young boy’s survival and finding light at wherever their tunnel may end. 

The video gives insight into the composition of the HBO series the Wire. This goes in to the depths of understanding the reality for many residents of Baltimore City and the lives of people that suffer at the hands of poverty and crime. A novel series in which the settings, characters, cases, situational distress in every aspect is all factual. As the show develops you see how more and more neighborhood kids get involved into the game with drug kingpins and gangsters. Many of them end up on the wrong side of homicide and violent crimes. The call it the new generation wire because the happenings within and based on the history of the show are reoccurring upon the new and future generations.
