There's video available of Misha's purcon panel. Something that stood out to me watching that is Misha said that at first, he looked at Destiel with a playful curiosity mindset, and then over time, he regarded it as part of Cas's pov and story, something that Cas was repressing and not facing up to. Which fits with how Misha has talked about it over the years, and fits with Cas's story.
So, let me emphasize, this wasn't something that nobody saw as romantic until S15. It's that S15 was the first time Misha thought they could actually do something overt with it, the confession. It seems like Misha's really happy that finally it didn't have to be this unspoken layer to Cas, that Cas was going to get to express it and accept his own feelings. It's not just a about a ship, there's a layer that's important to Cas, the self-acceptance theme.
We also know that over the seasons there are various writers who worked it into the story. Destiel grew in textual emphasis over time.
This is not something where there was nothing, and then all of a sudden in the final season it was a thing. It was part of the story for years. Subtly. Writers working it in via subtext, queer coding, or even textual level but unspoken.
And Misha just 100% confirmed that he saw it as romantic for a long while, but Cas repressing those feelings.
It was there. It's been there a long time.
There's nothing sudden about 15.18. It wasn't tacked on or thrown in there for "fan service." It was baked into the canon for years. It was the fulfillment of years of arcing, that were consciously crafted. Not all the way from the start, but it evolved, and there are writers who worked it into many years of story. Remember that tv is a collaborative creative effort.

Imagine you’re taking dinner orders and you’re repeating to yourself in your head “be profesional, smile and ask for his order, just breathe” and he proceeds to order the cheeseburger and a whiskey neat and your brain short circuits and in your most sarcastic tone out of your mouth comes “yeah sure thing dean” AND THEN YOUR BRAIN EXPLODES CAUSE YOU JUST SAID THAT OUT LOUD TO JENSEN FUCKING ACKLES!!!!! Anyways he laughs and says “my wife says that all the time” then you proceed to die and blackout and work the rest of the flight on autopilot yeah imagine if that happened 😅

The thing that is sticking in my head is. Dean WASN'T AT PEACE. HE ISN'T! He literally jailbroke Heaven first chance he got because he COULDN'T MAKE PEACE with his life as it was lived! The life where his whole family died and he lost his brother and his love and never got to just live a life. And he still isn't really at peace. He didn't WANT to go back to Heaven.
I just don't think his story is over.
