I've tried to convince myself it's Leon and I think right now I'm 99% sure it's him. I've made double exposure of both pictures and take a look at the eye. The eye in RE8 fits perfectly in the RE Vendetta one.

I'm gonna feel like a clown if it turns out that it's not him. But come on bear with me. Somebody must stop Chris from what he is already doing cause I think he is working with the enemy now, the terrorists who are responsible of the bioterrorism. Now the DSO agency's job is to prevent any action of bioterrorism and arrest the people who are responsible of it. Somebody has to come down the road and prevent Chris's doings. My theory: Leon is the one who will stop him. Maybe even kill him if he has to. In the beginning of the trailer it said "His story comes to a close." I guess. I'm 99% certain that Chris is gonna get killed. Either by Leon or Ethan to avenge Mia's death.
