Hmm the way I see it, the song is quite ripe with religious metaphors so we may look at forgiveness here in the religious sense. In essence, being forgiven by God means your sins and your guilt are washed away, and through this you gain a peace of mind. We know from the opening line that the addressee tried reaching out to God - 'through benediction (= prayer), you tried to rid your mind of malediction' but it didn't seem to work. So all this darkness he has inside, guilt, shame, rage, it's still there, because it has not been forgiven. It therefore needs to find a way out through other means, the spillways. Our pain 'spills out' of us metaphorically and in a more literal sense it may manifest in some destructive behaviors, or maybe just speaking out in anger about how you feel so that others feel it too. Tobias called Spillways 'an elegy for darkness that most people have inside' and I always found that to be apt. It's all just..very human.
