I think zootopia is a good example of how all cops are bastards. Judy goes in to the academy with the goal of making the world a better place. Of improving things in her society. Judy had good intentions. But quickly we see that her own personal, subconscious biases gets in her way, Causes problems and eventually makes her hurt predators all over town.
