TLQ is a being of static, he doesn't take action and therefore requires guidance with action. Y'know who wants to take action and provides TLQ guidance? The Voices. (The Hero and Contrarian even mention it in Strange Beginnings—And? What Happens Next?)

TSM is a being of change, she takes action And therefore requires no guidance. We learn in The Spectre/The Princess and The Dragon that she has no voices under usual circumstances (aka not Happily Ever After, The Princess and The Dragon, The Spectre’s possession, The Wraith’s possession, that one time in The Apotheosis).

So, why do The Voices fill in the hole where She would've been in The Cycle? Here’s what I’ve brainstormed:

During their split, parts of The Cycle's two halves fell off into the other, maybe intentionally to stabilise the two halves or accidentally, who knows. TLQ has some change, TSM has some stagnation.

The Voices are ways to view things and then act, they are perspectives. There are multiple of them because TSM constantly changes, She will never truly stick to one constant so She cannot provide a singular angle to look at something.

The Princess’ head is silent, like TLQ. The reason TSM states consistently one single idea to TLQ in their fight is because of the stagnancy TLQ provides, without that stagnation She’d be flipping between insisting TLQ does what She wants and insisting She does what TLQ wants and some sort of nuance and so on and so forth.
