I consider claude to be one of the most open-minded characters in game because he's shown he's wants to consider other people's perspectives. He asks questions and wants to hear the answers—that doesn't mean he has to agree or accept that perspective as true! For example, I think a lot of people see his support with cyril as claude missing cyril's point completely... except that's not it? He listened to how cyril felt about almyra, accepted that there was good reason for cyril to feel how he did, and even let the story change his own perception of a leader's responsibility to their people—he just didn't agree on everything. It's not from a lack of perspective, but because claude had his own feelings on the subject too! They have different experiences with the church and their homeland so butting heads is natural!!! But the expectation is always somehow that claude should have either a) innately understood or b) immediately accepted cyril's feelings as his own.

Now, from my pov those were justified. Shahid played his hand and wouldn't have hesitated were the roles reversed. And randolph was a cold call but tbh he ran off by himself and put himself in that situation, it's hard to say it's our fault for what? Not rescuing him from his own bad choices? But for claude, it's different because he feels differently about it. He made those calls. Justified they may be, they confirm to him his worst fears bevause he saw what it'd cost and he chose this path anyways. It scares him to know that he could make this choice even with another life on the line.

Ofc it's an easy dilemma when things are going right. When you have numbers and power on your side and can accomplish everything you want—save everyone and protect the lives of your own people. This was something he didn't have to face down in three houses. With both byleth and the church backing him, he didn't need to consider whether letting others die could preserve the lives of his own, he could do both. The questions become hairier when you're the underdog, as we find out in three hopes: Is trying to save others worth sacrificing the people who trust their lives to you specifcally? Can you lead your followers to their deaths in the name of "the right thing"? Perhaps you wouldn't lose them all but you're sure to lose some—is that not choosing to trade lives for progress as well? Is that not sacrificing people just to save someone else? Is doing the noble thing more morally correct than doing everything you can to save as many lives as possible? When does protecting your own become selfishness? When does trying to save everyone just become a useless waste of precious lives? As the questions get harder, so do the answers.

On one hand, claude clearly still values life and does what he does in large part to minimize damages to his own people, whom he is directly responsible for. On the other hand, with how smart he is he can always somewhat forsee what needs to happen in order to accomplish minimal damage. It's the choosing to take that step knowing that someone else has to die thats tearing him up. It makes him question if this is a slippery slope leading him to the worst possible version of himself—a tactitian who crunches the numbers with no concern for others. But not chosing at all is also not an option so what now?
