Yes omg this is exactly what I've been saying!!! I absolutely adore fiction that centres around a city not just as a setting but as a narrative device and it's partly because basically anything that centres as heavily around the urban environment as ZA does is inherently a political/ social commentary. The world of ZA feels so fantastically interlinked and like a whole fleshed out world because every character is tied to Lumiose. Every character has their own opinions and experiences with the city, to the point where Lumiose itself is treated as if it's a character, not just in a narrative context but in the way characters like AZ talk about it. The City as a Character is one of my all time fav tropes (if U can call it that) and having Prism Tower be the final boss does that perfectly. There is no big bad in ZA, because in real life, there is no big bad that you fight and magically fix everything by beating. Lumiose isn't suffering from some evil Cyrus-type plotting an villainous scheme for the sake of it, the villain is societal injustice, it's insidious and it's inseparable from Lumiose. And so when there's no singular enemy to defeat, it's only fitting that the final boss is the living embodiment of the city itself. And you aren't trying to defeat it, you're trying to save it from itself.
