to get that halftone effect, i go over those areas on a new layer using a halftone brush (usually in a dark grey color), then set the layer to overlay and adjust the opacity. if your program doesn't have a halftone brush, two alternatives i can think of are:

masking a transparent halftone texture over the areas you want the effect on, then applying the same layer adjustments i mentioned

if you have photoshop, you could duplicate the layer/s you want the effect on and then apply filters > pixelate > color halftone, then set it to screen or overlay (or just mess with the layer adjustments til you're satisfied)
