Hahaha, yes!

Though there is a very good reason for that. Lucy is the audience’s gateway into the world of Fairy Tail, not just because the story is being told from her perspective more often than not, but also because - and this is especially true for the beginning of the series - she knows only a little more about that world than we do.

So when she comes to Fairy Tail and people like Happy or Mira explain to her stuff like what dark guilds are, what the Magic Council is and the different personalities of the guildmembers, we get to know the same, slowly letting us understand how that world functions and slowly acclimatising us to an otherwise new and alien universe.

And because she acts as our eyes, her reactions would have to be similar to ours as well, for us to really feel like a part of the whole thing. Remember that we are joining the guild with Lucy, so all this is pretty new to us too.

So say, when Gray comes and asks her for underwear for example, if she just gave it to him we the audience would be all ????? or !!!!! or ?!?!?!?!??! and that would effectively disengage us from her, because that’s not something we would do in her shoes. 

To avoid that she doesn’t accept that as normal, just like we wouldn’t. Similarly, her reaction to guild brawls, Mira getting hit on the head, Erza’s tough-love, Makarov and basically everyone in the guild and outside.
