RULES.
a quick and rough bio for ark, with some little tidbits of headcanon about him, under the cut.
THE RPD AND THE RACCOON CITY INCIDENT.
ark is a raccoon city native. after graduating from the police academy, ark returned to his hometown to serve as a police officer. he worked his ass off and climbed the ranks until he reached the rank of detective.
during his days at the academy, he befriended leon kennedy, whom he treated like a little brother. this friendship flourished even after ark graduated and leon stayed behind. after leon graduated, ark was the one who recommended he join the r.p.d. as well.
ark was the first person to learn of the incident in the arklay mountains through initial missing persons reports, which gradually grew into a case he believed was worth looking into when the first deaths came to light. it was supposed to be ark’s big case—one that would catapult his career in the force—but due to how long the investigation had been running with no results to show, the case was assigned to s.t.a.r.s. instead.
though disheartened, ark continued his investigation on the side. his suspicion that the case was more complicated than a standard serial killer investigation grew after s.t.a.r.s. returned with only a few survivors and sparked an inquiry into umbrella. having lost his trust in the r.p.d. and umbrella, and fearing what would happen next as rumors about the company spread, ark left raccoon city. it was good timing, as the raccoon city outbreak happened just a few days later.
ark tried to call leon the night he was supposed to arrive in raccoon city to warn him about the outbreak, but his call came too late. he still feels guilty about this to this day.
THE SHEENA ISLAND INCIDENT AND THE USSTRATCOM.
just as he was planning to rebuild his life, he received a call from leon asking him to look into a bioweapons case in one of umbrella’s hidden facilities: sheena island.
the events of resident evil survivor happened here, where he survived along with lott and lily klein, the children of umbrella officials who lived on the island. the children were taken into state custody due to their status and upbringing, while ark was given the same offer as leon after surviving: employment under the united states government's anti-bioweapons team in exchange for lott and lily’s safety. he agreed begrudgingly.
together with leon, he trained to become a skilled special agent with specific training in close-quarters combat, infiltration, and information gathering. while leon was specifically hired to go after umbrella, ark was sent on missions all around the globe to scout and gather information on possible bioweapon outbreaks.
he continued working for the government in the years that followed, assisting in building the federal bioterrorism commission (f.b.c.). he remained with them until the fall of the f.b.c. in 2005. ark was then offered a spot in the d.s.o. but turned it down in favor of joining terrasave instead.
TERRASAVE.
under terrasave, ark worked as a team member from 2005 to 2011 as an anti-bioweapons consultant and liaison agent to the united nations, but he was shifted to a hidden role after his past work on anti-bioterrorism and fieldwork with usstratcom came to light.
due to the number of incidents involving terrasave and its agents, management decided to create a confidential team that investigates and reports on suspicious bioterrorism or bioweapons use globally. their main task is to infiltrate and gather as much information as possible about potential b.o.w. use, which is then reported to the b.s.a.a. or d.s.o. so they can launch a full investigation.
in 2015, his role within the team continued to climb until he was appointed co-director alongside claire redfield. he doesn't like the administrative burden, but it is better than having someone else take the reins—especially after the position was held by neil fisher.
CURRENT DAY.
as of 2026, ark is still a co-director of terrasave. following the revelation that the united states government played a more complicit role in the umbrella incident and that the b.s.a.a. was also corrupt, his hidden team is now investigating both entities. they are also helping blue umbrella and the alexander institute of biotechnology in creating and distributing the elpis cure.
