Maybe I'm misunderstanding but this doesn't seem like a great idea. A woman is raped by a man but doesn't press charges just in case he has raped or will rape more people and then when he doesn't he just gets away with it?

A woman who wouldn’t have pressed charges anyway, because pressing charges is a horrendous experience for many women, on top of the already horrendous experience of having been assaulted, has the option to pause that second experience until a stronger case can be built in solidarity with other women.

Yes, IF he rapes other women it's a fine idea. But why should we let men rape multiple women to make it easier for individual victims? Let's just make it easier for individual victims by changing how victims of rape are treated by the police.
