Do you mean why do they dress in a 90s style when they weren't born in the 90s?? Caroline was born in 1987 and aino was born in 1986. So they grew up in the 90s, they can remember the styles and trends and stuff. Honestly they have more right to a 90s style than someone born in 1999 imo. They wouldn't even remember it.
