About what happened to Penny before Operation Star was even an idea: She kept quiet about being bullied because she felt like she couldn't go to him. he'd be all sappy, and tell her not to listen to them because she's the best and brightest little star ever and she's perfect but that doesn't stop students from making her life miserable. And if he didn't do that, he'd storm down to the school and completely blow up at everyone. The students who did it, the staff who let it happen... and then everyone would hate her more because her dad is a total overprotective freak. So why say anything at all. She could just hide. Forever.

They fundamentally do not understand each other, in a way that makes communication basically impossible. He loves Penny, but he doesn’t Understand her. He thinks that if he’s loud enough, says enough glittery words, then she’ll feel better about herself. But she doesn’t work like that.

Penny knew he wouldn’t react well to knowing she’d been bullied, and the first he learned about it could have been after she got suspended and sent back to Galar.

Back to SwSh: There’s one Peony line that really jumped out at me, after pretty much all of the story.

[Speaking to Peonia] "I want you to shine so bright that everyone notices you!"

I can’t possibly hear that and imagine he wouldn’t say that to Penny as well. (She even seems to echo similar words in her Terastallization, "Shine bright like the starry sky and become who you really want to be!")

Maybe, now after Penny’s had time to understand who she is, and find others who understand her, she might be able to go to her dad and tell him that she feels a bit smothered. Or maybe she’ll just complain about it like usual.
