Cost and Imperators
One of the interesting things about costs from Glitch is that they explain why it is hard to talk to your Imperator in a useful way. In Glitch, the Strategists who are most likely to show up in the stories of the Nobilis are those ravaged by Burn, lost in Fugue or trapped by their Stilling. They are incoherent and their schemes seem self-defeating or foolish - the intelligent, insightful people they are under this fades before their confusion or suffering. Naturally, this can tell us why sometimes your Magister of the Rule can seem like someone who cares about people and tries to arrange their lives into harmonious and benevolent patterns one day, and is unreachable and untouchable by words, logic or pleas on another. Cost distorts their ability to act and understand things. They become too radiant to question, too abstract to humanize, too perfectionist to be merciful and too certain to be persuaded - even if they normally *might* be amenable to reason.

My partner and I have talked about Epic Fantasy and/or Adventure Fantasy as Chuubos Genres and their applicability to shounen fighting anime.
Because they work pretty well.
You are talking about people who rely on you, on things that matter to you, then declaring you're going to triumph over this opponent -> Decisive Action
You're explaining how your powers work and why that's relevant, then gamble on it being enough to save the day -> Science, Faith and Sorcery
You are using a forbidden, malicious or self-destructive power, something that you think is wrong, because your back is to a wall -> Wicked Action
There's also some amusing call and response actions, where an 'NPC' uses an XP action and the 'Player' responds with another. A good example of this is -
The villain crosses a moral line, does something utterly reprehensible and/or generally kicks the dog -> This is a Wicked Action
Because they did that, the laws of the genre allow the hero to talk about how awful they are and how they have to lose -> Decisive Action
It's kind of a convention of the genre that when this happens, the hero always wins some kind of victory.
As for Trouble, I think this is when a show is less interested in exploring the idea of 'what you are doing is bad for you' and more about 'the world is filled with people who like to pick fights.'

We know that what the Nobilis corebook says about Strategists cannot be entirely true. This isn't because of mechanical differences between Nobilis 3e and Glitch, but because of the narrative difference.
Jenna writes Nobilis books from the perspective of the splat to be played - which is why Glitch treats it as a given that you accept the creation of the world to be a incontrovertible sin.
Why would the Nobilis book be any different? Would not the Imperators and Powers view the Excrucians as monsters? Would not they see the way a Strategist acts and say they were wicked, obsessed with a vice or fixation?
This means Warmains cannot be entirely monsters, just because they seem to be from the outside. We haven't heard their side of things, after all.
When I think of Warmains now, I think of a few films. My partner's favorite example fictional character as Warmain is Morpheus, who seeks to destroy and undermine an evil world. I think, as well, of the eponymous V of the V for Vendetta film- when I consider a Warmain testing someone, I think of what happened to Natalie Portman's character. She was forced to endure the awful experience that created V, that turned him into the thing he is, and she leaves it understanding why he must fight - and why she must as well.
How similar could the reality of the Warmains' Test and Tempering be?
If it was, then of course your Imperator would tell you that person is dead. Of course, because to accept that someone you know is not dead, but has realized and accepted why the world must die - it's so much more unbearable.

To understand Warmains, look to characters who are called terrorists by the order of the world. The Warmain is liminal, a hunter seeking a thing which will solve the world. The Warmain is a monster, something beyond the world's ability to restrain, with no respect for law. The Warmain is a legend, as it offends the law to imagine that individuals could work against it, so it cloaks them in a myth and name. The Warmain is not a person, they are the efforts of people working in unison, giving themselves to a cause.
The Warmain is the thing that emerges from outside the light of order, which destroys that which the shadow can no longer suffer.
The Warmain is the boogeyman that the authorites construct to make monsters and myths of those who would otherwise question or depose them.
They are destroyers, but some things ought to be destroyed. Some thrones are meant to be toppled. Some gods should be dragged down into the streets and suffer that which they would inflict on the weak and the helpless.
