What Chiyoh is actually saying is that Will and Hannibal could choose love/sexual intimacy to release their feelings about each other, but they choose to hurt each other instead. Chiyoh disapproves of that. I mean, this quote shows that Chiyoh knows what’s going on between Hannibal and Will. All she and Will talked about when they were together was Hannibal. Will showed her his scar, told her stories, ‘’he left me with a smile’’ and ‘’One could argue, intimately’’ (to not even mention ''I've never known myself as well as I know myself when I'm with him'') And even if Chiyoh may not have seen him for a long time, Chiyoh knows Hannibal too. She knows the people he attracts. She even compares Will to Mischa (the only person H ever truly loved) and Bedelia tells Hannibal the same in Florence.
