Most discussion of dinosaur lips is speculative by necessity, so I can't give you a concrete answer but I tend to go with fully lipped spinosaurids. Generally, if all the teeth can fit within the margins of the jaw then I don't see any reason that they wouldn't have had lips.

The configuration of how those lips would have looked is unclear, and I've drawn a few different options:

Personally I'd go with a variation of C to D, lips don't necessarily need to conform to the profile of the tooth row and it shouldn't hinder the ability of the teeth to capture prey since the teeth still project far beyond the margins of the lips

I have also seen half-lip sort of reconstructions like on the left. Honestly it strikes me as coming more from an attempt to compromise more than any actual scientific plausibility, like the memes about compromising between Round Earth and Flat Earth with Cube Earth.

The final interpretation on the right is totally lipless, which I honestly just do not buy. The main argument behind this is drawing comparisons between spinosaurs and crocodiles, but there are issues with this.

Crocodiles and spinosaurs have very similar jaw profiles, but where they differ is in the texture of the bone surface. The tight skin of crocodile jaws clings to the very rough bone on the skull, which is absolutely packed with nerve foramina. Spinosaurs also have foramina, but they are much sparser and the surrounding bone of the skull is smooth. It just isn't the same bone texture as that which supports the cracked, lipless skin of crocodiles.

There are also plenty of examples of water-dwelling tetrapods that do still have lips. Water monitors and marine iguanas are semiaquatic reptiles that still have enclosed teeth, and hippos and cetaceans all keep their teeth inside their mouths too.

Honestly I think the fact that crocodiles are related to dinosaurs gets very over-emphasised in comparison to modern crocodiles being crazy outliers in terms of their anatomy. They're a result of hundreds of millions of years of divergent evolution from their shared ancestry with dinosaurs.

So, when it comes to lips on spinosaurs, personally I would go with something like this:

Wentshukumishiteu are aquatic spirits from Inuit folklore. Described as resembling large otters, they can swim through land as easily as they can swim through water.

Though they prey mostly on seals, wentshukumishiteu are considered dangerous, and have been known to attack humans. They are very protective of their young.

Day 19: Favorite origin for Godzilla

The way I see it, there are three Godzilla movies that offer up distinct origins for the King of the Monsters: Godzilla (1954), Godzilla vs. King Ghidorah (1991), and Godzilla, Mothra, King Ghidorah: Giant Monsters All-Out Attack (2001).

But I’m going to cheat and talk about the pair of drawings above instead. Unfortunately, I can’t read Japanese, so I have no way of knowing if these images (and others in the book) are meant to be canon. Oh well.

In twenty-eight movies, we have never actually seen Godzilla at the moment he was irradiated by the Bomb, and now I see why: because it’s absolutely heartbreaking. He had a family, and they were ripped away from him by a force he’ll never be able to understand, a force that by some quirk of genetics spared him but transformed him into a monster.

Oh, and one more thing. In Godzilla (1954), the texture of his skin was intentionally designed to resemble radiation burns.
